Most of the Conservative majority in Parliament would prefer to have Halifax, and the Labour minority are also ready to support him. The problem is that as a peer he sits in the House of Lords and this is not ideal for a national leader. At the meeting of senior Conservatives Halifax's own worries about this leave Churchill as the only alternative.

In Moscow... Timoshenko replaces Voroshilov as commissar for defense. Training programs are soon introduced to correct some of the defects which have appeared during the Winter War.
